In modern society, the lives of the people are closely linked to the activities of the state and local governments, which raise and manage financial resources and spend the necessary expenses to meet the various needs of society. Such activities are called finance, and the budget can be said to be a planned plan to regulate these financial activities.
[Budget Concept]
The budget can be viewed from two perspectives. The first is the concept of the budget from the perspective of content, or substance. As in the private economy, the national finances cannot act in an orderly manner without a certain schedule, so the budget has a substantive meaning as a schedule.
