A Meiji-era newspaper journalist. A former samurai of the Satsuma domain. For his achievements in the Boshin War, he was made an army captain and served in Aichi Prefecture as a 7th class officer. When Saigo Takamori resigned in 1873 after being defeated in the debate over the Korean Expedition, he also resigned. He founded the Hyoron Shimbun newspaper. In 1875, he founded Shushisha, and together with Yokose Fumihiko and Komatsubara Eitaro, he advocated radical freedom and civil rights and the expansion of national sovereignty, leading to frequent writing scandals for the Hyoron Shimbun newspaper. In response to the Seinan War (1877), he tried to start a movement in Tokyo, but his plans were leaked beforehand, and he was arrested and sentenced to prison. He was a typical public figure in the early days of the Freedom and People's Rights Movement, mixing theories of civil rights and national sovereignty. Hyoron Shimbun has been reprinted in the Complete Works of Meiji Culture.

明治時代の新聞記者。旧薩摩藩士。戊辰戦争の功績によって陸軍大尉,愛知県7等出仕。明治6(1873)年西郷隆盛が征韓論に敗れて下野するや,これと共に辞職。『評論新聞』を創刊した。8年,集思社を起こし,横瀬文彦,小松原英太郎らと共に,過激な自由民権論と国権拡張論を唱え,『評論新聞』はたびたび筆禍を受けた。西南戦争(1877)に呼応し,東京で事を起こそうとしたが,未然に計画がもれ,逮捕され,懲役刑を受けた。民権論と国権論を混然とした自由民権運動初期の典型的言論人である。『評論新聞』は『明治文化全集』に復刻されている。
