1857‐1924 Guatemalan politician and dictator. He started out as a lawyer, entered politics and served in various cabinet positions. In 1898 he was elected provisional president and then president, and was re-elected several times, establishing a strong dictatorship. He attempted to introduce American capital and promote economic development, but resistance to his authoritarian rule grew, and in 1920 the parliament declared him insane and he was ousted.
