Born on May 19, 1859. Studied at the Ministry of Justice's Meiho-Ryo and other institutions, and served as a junior judicial clerk. In 1886, he studied in France and Germany. After returning to Japan, he became the chief judge of the Kyoto and Tokyo district courts, and then the chief judge of the Osaka Court of Appeals. In 1908, he became a member of the House of Peers.
