Born: February 17, 1903, Saitama [Died] March 4, 1967. Tokyo politician. Graduated from the University of Tokyo. Joined the Ministry of Agriculture and Forestry. In 1941 he was implicated in the Planning Board scandal, but was acquitted in 1945. In the same year he promoted land reform as director of the Agricultural Policy Bureau under Agriculture Minister Matsumura Kenzo. He was elected Minister of Agriculture in 1946 and member of the House of Councillors in 1947. He became Director-General of the Economic Stabilization Board in the Katayama Cabinet, and drew up emergency economic policies for postwar reconstruction. He joined the Japan Socialist Party in 1948. A member of the left wing, he served as chairman of the Policy Research Council and director of the International Bureau.
