He was the elder brother of Emperor Guangwu Liu Xiu, the first emperor of the Eastern Han Dynasty in China. His pen name was Shenggong. He raised an army with Liu Xiu and, in cooperation with the soldiers of Xinshi (Luvlin) and Pinglin in Hubei, exerted his influence. He was recommended by the generals to become emperor (Emperor Gengshi), and established the first year of the Gengshi era (23). He made Luoyang his capital, but later moved it to Chang'an. He restored the Han Dynasty, which had been usurped by Wang Mang, and revived the Western Han government system. However, he did not have the support of the whole country, because the important positions of nobles and ministers were all monopolized by those with military backgrounds.

中国，後漢の初代皇帝光武帝劉秀の族兄。字は聖公。劉秀とともに挙兵し，湖北の新市(緑林)･平林の兵と連合して勢力を振るった。諸将に推されて天子(更始帝)となり，建元して更始元年とした(23)。洛陽を国都としたが，しばらくして長安に遷都した。王莽（おうもう）によって簒奪された漢朝を再興し，前漢の官制を復活させた。しかし，公卿や尚書の要官は兵伍の出身のものによって独占されていたので，天下の支持を得られなかった。
