British politician, eldest son of the 1st Earl of Liverpool, highly trusted by King George III. He entered Parliament in 1790, and as Foreign Secretary during the war with France, he tried to conclude the Treaty of Amiens, but failed. He subsequently held key positions in successive cabinets. He was in charge of government for 15 years from 1812, towards the end of the Napoleonic Wars, and played an important role in the Vienna System by forming the Quadruple Alliance, but in the 1820s he adopted a free trade policy and led Britain out of the Vienna System. His cabinet was filled with many excellent politicians, and the secret to the longevity of his government was his dedication to mediating between them.

英国の政治家，ジョージ３世の信頼が厚かった初代リバプール伯の長男。1790年議会に入り，対フランス戦争期に外相としてアミアンの和約の締結につとめたが失敗。以後歴代の内閣で要職を歴任。ナポレオン戦争末期の1812年から15年間にわたって政権を担当し，四国同盟を結んでウィーン体制の一翼を担ったが，1820年代に入ると自由貿易政策をとって，英国をウィーン体制から離脱させた。その内閣にはすぐれた政治家が多く，そのまとめ役に徹したところに政権の長命の秘密があった。
