Soviet politician. He participated in the revolutionary movement from his student days, and was exiled to Siberia, but escaped and went into exile. In 1917, he became the Soviet Union's first ambassador to the United Kingdom. He subsequently served as a representative at various international conferences, and in 1929, he was instrumental in establishing the Kellogg-Briand Pact among the seven Eastern European powers. As People's Commissar for Foreign Affairs from 1930 to 1939, he promoted pro-Western Europe and anti-fascist diplomacy, including the Soviet Union's admission to the League of Nations and the policy of disarmament and collective security, which marked a period in Soviet foreign policy.
