This law was enacted with the aim of achieving total national control over movies. It was promulgated on April 5, 1939 (Showa 14) (and took effect on October 1 of the same year). Until then, film control had been carried out by the Ministry of Home Affairs, which regulated motion picture film based on the Motion Picture Censorship Regulations (Ministry of Home Affairs Ordinance of May 26, 1925), and by each prefecture, which controlled the exhibition of movies based on the Exhibition Control Regulations. However, as the militarist and fascist system progressed, and especially with the adoption of the Proposal for the Establishment of a National Film Policy (House of Representatives) in February 1933, discussions on controlling movies as a medium for mass education and propaganda intensified, which led to the establishment of the Film Control Committee in April 1934 and the enactment of this law. 映画の全面的な国家統制を目的に制定された法律。1939年(昭和14)4月5日公布(同年10月1日施行)。映画の取締りはそれまで活動写真〈フィルム〉検閲規則(1925年5月26日,内務省令)に基づく内務省の映画フィルム検閲と,各府県興行取締規則に基づく映画興行取締りが行われてきた。しかし,軍国主義ファシズム体制化の進行過程で,とくに1933年2月の〈映画国策樹立に関する建議案〉(衆議院)採択を契機に,大衆的教化・宣伝媒体としての映画をめぐる統制論議が高まり,34年4月の映画統制委員会設置を経て本法制定に発展した。
