A French physician. Governor-General of the French Indochina Federation (in office 1891-94), he promoted modern corporatist colonial policies in Indochina. He traveled to Indochina as a physician in 1886 to conduct colonial research, but was appointed Governor-General by the Freycinet cabinet in 1891. At the time, the Indochina Federation was facing a huge budget deficit and a worsening security situation due to the Van Thanh (Literary) Rebellion, which prevented French capital from being introduced, and there were even calls to abandon the country, except for Cochinchina. Lanussan followed the policies of P. Baer, Director General of the Annam Tonkin, and adopted a corporatist policy, strengthening the authority of Vietnamese officials, confirming the suzerainty of the Hue Imperial Court over northern Vietnam (Tonkin), and preserving the autonomy of village communities.

フランスの医師。フランス領インドシナ連邦総督(在任1891‐94)で，インドシナにおける協同主義的近代植民政策の推進者。1886年医師としてインドシナに渡り，植民地研究にあたったが，91年フレイシネ内閣により総督に任命された。当時，インドシナ連邦は巨額の財政赤字とバンタン(文紳)蜂起などによる治安の悪化のため，フランス資本の導入が妨げられ，コーチシナを除いて放棄論さえ起こっていた。ラヌッサンはアンナン･トンキン理事長官P.ベールの施策を継いで協同政策をとり，ベトナム人官吏の権限を強化し，フエ宮廷の北部ベトナム(トンキン)に対する宗主権を確認し，村落共同体の自律性を温存した。
