Prussian politician. Although he was from a non-Prussian Catholic family, he entered the Prussian civil service in 1823. Although he was a conservative, he was a proponent of German unification centered on Prussia. In September 1850, he became Prussian foreign minister and promoted the idea of a New German Confederation (German Union) based on the principle of a Little Germany. However, he was thwarted by opposition from Austria, which was supported by Russia, and in November 1850, before the signing of the Concordat of Olmütz, which promised to repeal this unification policy, he resigned as foreign minister. プロイセンの政治家。非プロイセン系のカトリック家系の出身であったが，1823年，プロイセンの官界に入る。保守派に属しつつもプロイセン中心のドイツ統一論者であった。50年9月プロイセン外相に就任，小ドイツ主義的な新ドイツ連邦〈ドイツ連合〉を推進する。だがロシアの支援をうけたオーストリアの反対で挫折，この統一政策の撤回を約したオルミュッツの協約締結前の50年11月，外相を辞任した。【望田幸男】
