1797‐1853 Prussian politician. Although he was from a non-Prussian Catholic family, he entered the Prussian civil service in 1823. Although he was a conservative, he was a proponent of German unification centered on Prussia. In September 1850, he became Prussian foreign minister and promoted the idea of a New German Confederation (German Union) based on the principle of a Little Germany. However, he was thwarted by opposition from Austria, which was supported by Russia, and in November 1850, before the signing of the Concordat of Olmütz, which promised to repeal this unification policy, he resigned as foreign minister.
