A provincial vice-minister (suke) in name only. Ayomei means that there is only a title and no substance. This is related to the annual salary system that emerged around the middle of the Heian period, and even if a person of the rank of nobility or higher was given an annual office, he could not hold the position of provincial suke at the same time. Therefore, he appointed someone else as suke or made a fictitious name and took the income for himself. In such cases, a suke in name only was called 'Ayomei no suke'. 名目だけの場合の国の次官 (すけ) 。揚名とは名目だけがあって実体のないこと。平安時代中期頃から発生した年給制に関係があり,公卿以上の者が年官を賜わっても,国介の兼帯はできないため,介には別人を任じるか,あるいは作り名をして介とし,所得を自分のものとした。このような場合,名ばかりの介を揚名介といった。
