The Act was enacted in 1975 with the objective of clarifying the liability of shipowners in the event of oil pollution damage caused by oil spills or discharges from ships, and of establishing a system for guaranteeing compensation for oil pollution damage, thereby protecting victims and contributing to the sound development of the maritime transport of oil by ships. This Act ratifies and incorporates into domestic law the International Convention on Civil Liability for Oil Pollution Damage (1969) and the Convention on the Establishment of an International Fund for Compensation for Oil Pollution Damage (1971). 船舶から流出し,または排出された油によって油濁損害が生じた場合における船舶所有者の責任を明確にし,および油濁損害の賠償を保障する制度を確立することにより,被害者の保護を図り,あわせて船舶による油の海上輸送の健全な発達に資することを目的として制定された法律(1975公布)。〈油濁損害に対する民事責任に関する国際条約〉(1969),と〈油濁損害の補償のための国際基金の設立に関する条約〉(1971)を批准し,これを国内法化するための法律である。
