Feminist. Born in Mie Prefecture. Dropped out of Tokyo Women's Higher Normal School. Married (later divorced) at the age of 21. After working as a newspaper and magazine journalist, she founded the Women's Suffrage Promotion Association (later the Women's Suffrage Association) in 1924 (Taisho 13) and promoted the movement together with Ichikawa Fusae. In 1934 (Showa 9), she founded the Maternity Protection League. In 1939, she founded the Women's Current Affairs Research Association, aiming to improve the status of women while cooperating with wartime national policy. She served as a director of the Greater Japan Women's Association and a member of the Central Cooperation Council of the Imperial Rule Assistance Association. After World War II, she worked to foster local women's organizations, and served as chairperson of the National Liaison Council of Local Women's Organizations and secretary-general of the National Council of Widows' Organizations. She was a member of the House of Councilors from 1962 to 1971.
