This is also known as the "metal-insulator transition." When strong electronic correlation exists, electrons are localized at the position of each atom, forming an insulator, but when the electronic correlation weakens, the electrons move from a localized state to an itinerant state throughout the crystal, creating a conduction band and causing a transition to a metal.
