They were particularly common during the regent and cloistered government periods, and refer to the areas where warehouses were located to store the assets of the Zuryo (senryo), the regent family, and the cloistered emperor. They were found not only within Heian-kyo, but also in Toba and Shirakawa, and Emperor Shirakawa is said to have had "more than 200 storehouses" in each of these locations (Chuyuki). They were not merely warehouses, but also served as workshops, clearly showing the accumulation of wealth in Kyoto at the time.
