The administrative structure of British Malaya (1896-1941). Refers to the four southern Malay states of Perak, Selangor, Negeri Sembilan, and Pahang. Although all four states were independent kingdoms, the British appointed commissioners in these states from 1874 onwards, and then established councils in each state to incorporate the sultans and the former ruling classes into the new administrative system. After this, at the suggestion of British colonial official Swettenham, the Agreement of Association of 1895 was concluded between Britain and the four sultans in order to reduce the administrative costs of the colony and improve administrative efficiency.
