A shogunate accountant (magistrate of finances) in the early Edo Shogunate. Born in Totomi Province (Shizuoka Prefecture), his first name was Masahisa, commonly known as Choshiro, and he was called Uemonnosuke and later Uemondayu. He was adopted by Nagasawa Matsudaira Masatsugu, the second son of Okawachi Kanebee Hidetsuna, and served Tokugawa Ieyasu in 1592. When Ieyasu moved to Sunpu, he became a kinju shuto (attendant) and also served as Sunpu's accountant. He heard Ieyasu's will on his deathbed, and was present at Kuno's funeral and the reburial in Nikko. He then played an active role under Hidetada's government as accountant along with Itami Yasukatsu, signing letters to senior councilors, and in 1625, his stipend was increased to 22,100 koku, making him a daimyo with a residence in Amanowa, Sagami. In 1810, he was suspended from service along with Yasukatsu by Iemitsu, but was pardoned the following year, but his official seal was not restored, and most of his authority was transferred to the chief accountants, such as Ina Tadaharu, Okochi Hisatsuna, and Sone Yoshitsugu. He often accompanied the Nikko Shrine visits and Buddhist ceremonies, served as the magistrate for restoration, and donated the cedar avenue. He was the foster father of the senior councilor Matsudaira Nobutsuna.

江戸幕府初期の勘定頭(勘定奉行)。遠江国(静岡県)生まれ,初名正久,通称長四郎,右衛門佐のち右衛門大夫を称す。大河内金兵衛秀綱の次男,長沢松平正次の養子となり,文禄1(1592)年徳川家康に仕え,家康が駿府に移ると近習出頭人となり駿府の勘定頭を兼ねた。家康臨終に際して遺言を聞き,久能の葬儀,日光改葬に供した。次いで秀忠政権のもとで伊丹康勝と共に勘定頭として老中奉書に加判するなど活躍,寛永2(1625)年加増されて2万2100石の大名となり相模甘縄を居所とした。10年家光により康勝と共に出仕を止められ,翌年赦免されたが奉書加判は復活せず,権限の多くは伊奈忠治,大河内久綱,曾根吉次ら勘定頭に移る。日光社参,法会にしばしば供奉,修復の奉行を勤め,杉並木を寄進した。老中松平信綱の養父。
