...However, the martial law in Hiroshima during the Sino-Japanese War was not implemented for purely military purposes, but for the political purpose of forming a national unity system that included the Democratic Party, which was the opponent in the early Diet. Therefore, the implementation procedures were not clarified, and it was not until the Russo-Japanese War that the "Grand Policy on the Implementation of Martial Law" was created as an enforcement methodology. However, there was no military martial law after the Russo-Japanese War, and therefore the "Grand Policy" was used solely for administrative martial law for the purpose of maintaining domestic security, making use of the emergency imperial ordinance enactment power under Article 8 of the Imperial Constitution.
