An old town in Takashima District, northwest Shiga Prefecture. It occupies the northwest shore of Lake Biwa, through which the Kosei Line passes. Kaizu was once a key location for water transportation on Lake Biwa. Rice farming, fishing, and seafood processing are the industries of the town. Makino Ski Resort is located on the mountain slope. In 1993, Lake Biwa was registered as a Ramsar Convention wetland. In January 2005, Takashima City was incorporated as a city by merging with Imazu Town, Azumigawa Town, Takashima Town, Shinasahi Town, and Kutsuki Village in Takashima District. Area: 78.34 km2 .
