Party politician. Born in Wakayama Prefecture. After graduating from Chuo University, he became a lawyer. In 1917 (Taisho 6), he was first elected to the House of Representatives. He belonged to the Seiyukai party, and before the war he served as Cabinet Legislation Bureau Director-General Tanaka Giichi, Cabinet Minister of Commerce Inukai Tsuyoshi, Cabinet Minister of Railways Hirota Koki, Cabinet Minister of Railways Hiranuma Kiichiro, and Cabinet Minister of Transport and Communications Koiso Kuniaki. During this time, in the issue of the successor to the Seiyukai party, he supported Nakajima Chikuhei against the Kuhara Fusanosuke faction, promoting a split in the party, while he himself played a central role as a pro-military party member, holding important positions in the Imperial Rule Assistance Association, the Imperial Rule Assistance Political Association, and the Great Japan Political Association. After the war, he participated in the formation of the Japan Progressive Party, but was banned from holding public office. He returned to the House of Representatives in 1952 (Showa 27), but did not perform well.

政党政治家。和歌山県生まれ。中央大学卒業後、弁護士となる。1917年(大正6)衆議院議員初当選。政友会に属し、戦前は田中義一(ぎいち)内閣法制局長官、犬養毅(いぬかいつよし)内閣商相、広田弘毅(こうき)内閣鉄道相、平沼騏一郎(きいちろう)内閣鉄道相、小磯国昭(こいそくにあき)内閣運輸通信相などを歴任した。この間、政友会後継総裁問題では久原房之助(くはらふさのすけ)派に対抗して中島知久平(ちくへい)を擁立し党分裂を促進させ、自らは大政翼賛会、翼賛政治会、大日本政治会の要職につくなど、親軍派党人として中心的役割を果たした。敗戦後、日本進歩党結成に参加したが、公職追放を受ける。1952年(昭和27)衆議院議員に復帰したが振るわなかった。
