This 13,870m long double track railway tunnel runs between Tsuruga and Minami-Imajo on the Hokuriku Main Line. Construction began in 1957 and opened in 1962. Before the tunnel was opened, the Hokuriku Main Line between Tsuruga and Imajo was a coastal track that passed through Sugitsu, but because it had a series of steep gradients of 25/1000 and required a helper locomotive, it was the narrowest section of the Hokuriku Main Line, so a separate double track was built and the coastal line was abandoned. The Hokuriku Tunnel runs through Kinome Pass, and construction was difficult due to the fractured zone and spring water, but the technical experience gained from this tunnel construction contributed greatly to the subsequent construction of the Tokaido Shinkansen Tunnel. This tunnel was named the Hokuriku Tunnel by then JNR President Sogo, as it would bring about the modernization of the Hokuriku Main Line. On November 6, 1972, ten years after the tunnel was opened, a train fire broke out near the dining car of an express passenger train, Kitaguni, inside the tunnel, killing 30 people and injuring 714. This accident prompted strong demands for improvements to measures against fire accidents on JNR trains, and a Railway Fire Prevention Technical Committee, consisting of academics and experts, was established to deliberate on train fire prevention measures for long tunnels. The results of this are reflected in fire prevention measures for long railway tunnels, such as promoting the use of flame-retardant dining cars and sleeping cars, increasing the number of fire extinguishers inside cars, and improving evacuation routes inside the tunnel.
