Under the Ritsuryo system, this headgear was prescribed for adult males to wear when attending official events. In the Yoro Clothing Order, it was called a tokin, and it was said to be worn when wearing morning clothes or a uniform. The tokin was worn when wearing agekubi-style Hu clothing, and is thought to have been brought to Japan from Iran via China. The original was a square piece of fabric with a matching obi and a cord attached to the corners, called a shikyakukin, which was tied over the topknot. It was shaped in advance and solidified with black lacquer to turn it into a headgear. In the Jogan ceremony and Engishiki, it is counted as one piece or one strip, indicating that it was originally flat. The relic habit of wearing leggings is seen among Sikh boys in India.
