This was the imperial palace of the retired Emperor Goshirakawa, built in the mid-12th century in Higashiyama, at the end of Shichijo-oji Road outside Heian-kyo. It was also called Shichijo Palace or Higashiyama Palace. Hojuji Temple, founded by Fujiwara Tamemitsu at the end of the 10th century, was located here and passed down to his sons, but was destroyed by fire in the early 11th century. After a hall was built by Shinzei's wife, Emperor Goshirakawa constructed it as his imperial palace. This is the beginning of Hojuji Palace. The retired emperor moved there for the first time on April 13, 1161 (Oho 1), and his consort Taira Shigeko (Kenshunmon'in), the mother of Emperor Takakura, also lived there. 平安京外の七条大路末,東山に12世紀中期に営まれた後白河上皇の院御所。七条殿,東山御所などとも呼ばれた。この場所には10世紀末に藤原為光の創建した法住寺があり,子息たちに伝えられたが,11世紀前半の火事で焼失した。信西の妻によって一堂が造られた後,後白河上皇が院御所として建造した。これが法住寺殿の始まりである。上皇は1161年(応保1)4月13日に初めて移徙(いし)し,上皇の女御で高倉天皇の生母である平滋子(建春門院)も同居した。
