The first German Diet after the accession of Emperor Charles V to the throne summoned Luther, who advocated the Protestant Reformation. The Diet opened on January 27, 1521, and the main topic was the issue of Luther. In response to the Emperor's summons, Luther arrived in Worms on April 16 amid the cheers of the citizens, but the next day he appeared before the Emperor and was urged to revoke his teachings. After some deliberation, he responded to the Emperor the next day (18th) by firmly refusing, but his final words, "I cannot revoke unless I am persuaded by the testimony of the Bible or by clear reasons and grounds. Here I stand. God help me, Amen," are well known. On his way back to Wittenberg, Luther was protected in Wartburg Castle by the Elector of Saxony, and he devoted himself to translating the Bible into German. On the other hand, the Emperor issued the Edict of Worms in May of the same year, declaring Luther an obvious heretic, ordering the burning of his books and a ban on aiding him, and the Reformation reached its climax.

宗教改革を唱えるルターを召喚した、皇帝カール5世即位後最初のドイツ国会。国会は1521年1月27日に開会されたが、とくに主要な議題となったのはルター問題である。皇帝の喚問に応じて、ルターが市民歓呼のうちにウォルムス市に到着したのは、4月16日であるが、次の日、彼は皇帝らの面前に出頭し、その教説の取消しを迫られた。彼は小考ののち、その翌日（18日）皇帝に対し決然と拒絶の返事をするが、その最後のことば、「聖書の証(あかし)によって、あるいは明白な理由と根拠によって納得させられない限り、私は取り消すことはできない。私はここに立つ。神よ、助け給え、アーメン」は有名である。ルターはウィッテンベルクへの帰国途上、ザクセン選帝侯によってワルトブルク城に保護され、聖書のドイツ語訳に専念することになる。他方、皇帝は同年5月ウォルムス勅令を発布して、ルターを明白な異端者と宣告し、彼の書物の焼却、援助の禁止などを布告、宗教改革はここにクライマックスを迎えた。
