A person who is engaged in the work of maintaining safety to protect the lives and health of workers in a workplace. The work of a safety officer refers to the work necessary to prevent harm to human life or health in physical facilities for maintaining safety (for example, facilities to prevent mine damage and hazards such as cave-ins in mines, facilities to prevent harm to human life or facilities essential for health in hospitals), and does not include work to facilitate the employer (for example, security guards, secretaries, typists, and security guards). Under the Mine Safety Law (Law No. 70, 1949), mining rights holders are obligated to appoint safety officers, collectively called safety technical personnel, who are required to have certain qualifications by passing a national examination. Article 36 of the Labor Relations Adjustment Law (Law No. 25, 1946) prohibits dispute actions that disrupt or halt the normal maintenance or operation of safety facilities in factories and workplaces in relation to dispute actions.
