When a company rewrites its wage table in line with rising prices and fluctuations in wage rates, and raises the wages of all employees uniformly, this is called a base-up, or "base-up" for short. The "Spring Offensive" (Spring Living Struggle) is a forum for labor and management to negotiate the amount of the base-up increase. Base-ups used to be customary, but nowadays, with prices no longer rising due to the progression of the deflationary economy, the performance gap between companies is widening, and an increasing number of companies are introducing performance-based wage systems, it is difficult to demand an industry-wide base-up through the spring offensive.

物価の上昇や賃金相場の変動に合わせて会社の賃金テーブルを書き換え、全社員の賃金を一律に引き上げることをベースアップ、略して「ベア」と言います。ベアの引き上げ幅について労使間で交渉する場が「春闘」(春季生活闘争)。かつてベアは慣例のように行われてきましたが、現在ではデフレ経済の進行によって物価が上がらなくなっていること、企業間の業績格差が広がっていること、成果主義の賃金制度を導入する企業が増えたことなどから、春闘による業界横並びのベア要求は難しい環境にあります。
