Belgian politician. After working as a lawyer and city councillor in his hometown of Liège, he became a member of the National Assembly from 1847 to 1894. He first joined the cabinet as Minister of Public Works in the Liberal cabinet of Rogier (1847-52), and then as Minister of Finance from 1848 to 1852, where he carried out financial reforms and prepared for the transition to free trade, and founded the National Bank in 1850. When the Liberal Party won a landslide victory in the local elections of 1857 and a Rogier cabinet was formed again, he supported the elderly Rogier as Minister of Finance. He was Prime Minister and Minister of Finance from 1868 to 1870, and was in charge of national politics, opposing the expansionist policies of Napoleon III, and in 1869 firmly rejected a plan by a French company to buy the Luxembourg Railway.

ベルギーの政治家。故郷リエージュでの弁護士，市会議員を経て，1847‐94年国会議員となる。まず，ロジエ自由党内閣(1847‐52)の公共事業相として入閣し，48‐52年財務相となり，財政改革をして自由貿易への移行を準備し，50年国立銀行を創設。57年の地方選挙で自由党が大勝し，再びロジエ内閣が組織されると財務相として老齢のロジエを助けた。68‐70年首相，財務相となり国政を担当してナポレオン3世の膨張主義政策に対抗し，69年フランスの会社によるルクセンブルク鉄道買収計画を断固として拒否した。
