[Died] January 28, 1934.
Civil engineer. In 1870, he entered Daigaku Nanko as a student sent by Himeji Domain, where he studied French and graduated from the Department of Arts and Sciences. After studying in France (1875-1880), he worked for the Civil Engineering Bureau of the Ministry of the Interior. He became a professor and president of the newly established Institute of Technology at the University of Tokyo (1886), where he lectured on river, canal and harbor engineering, and in 1888 he received Japan's first doctorate in engineering. While still serving as professor and president of the Institute of Technology, he became director of the Civil Engineering Bureau of the Ministry of the Interior (1890-1996). He later held prominent positions such as chairman of the Iron and Steel Industry Research Committee, president of the Franco-Japanese Association, president of the Society of Engineering, and director of the RIKEN. He was one of the greatest civil engineers and civil engineering administrators throughout the Meiji and Taisho periods.

土木工学者。明治3 (1870) 年姫路藩よりの貢進生として大学南校に入学,仏語科生となり,諸芸学科を卒業。フランスに留学 (75~80) したのち内務省土木局勤務。東京大学内に新設された工科大学教授兼工科大学長となり (86) ,河川運河および港湾工学の講義を担当,1888年日本最初の工学博士の学位を受ける。工科大学教授,工科大学長を兼務のまま内務省土木局長 (90~96) となる。その後,製鉄事業調査委員長,日仏協会理事長,工学会会長,理化学研究所所長などの顕職につく。明治,大正を通じて最高の土木工学者であり,同時に土木行政官であった。
