Bank of France - French (English) Banque de France

The central bank of France. It was founded in Paris on February 13, 1800, by the order of Napoleon, the First Consul of the Republic. It was a private bank with an indefinite charter, capital of 30 million francs, and 30,000 shares, but in 1806, the president and vice president were appointed by the Minister of Finance, giving it a stronger public character. In 1803, it obtained the monopoly on issuing banknotes, but it was not until the February Revolution of 1848, when it absorbed nine local issuing banks and made them local branches, that its issuing monopoly spread from Paris to the whole of France. It then expanded its branch network, and by the end of the 19th century, it had become organized as a central bank. The Bank of France's note issuing system was initially based on a maximum issuance limit system, but was changed to a proportional reserve system by the enactment of the Currency Act in June 1928. During the Great Depression of the 1930s, it was the center of the gold bloc and tried to maintain the gold standard until the very end.

After the Second World War, the Bank of France was nationalized under the Banking Law enacted in December 1945, and its shares became government-owned. The Board of Directors is made up of the President, two Vice Presidents, and 12 Directors. In addition to issuing banknotes, the Bank of France handles the receipts and disbursements of the national treasury and government bond administration, and provides loans to the government. It also provides funds to the private sector through the rediscounting of bills and loans, and implements monetary policy by changing the official discount rate and conducting open market operations.

It is generally believed that since the creation of the single European currency, the euro, in 1999, the functions and operations of central banking in the eurozone have been centrally performed by the European Central Bank (ECB), but in reality this is not the case. The central banking system in the eurozone is comprised of not only the ECB but also the European System of Central Banks (ESCB), which is a collection of the central banks of the member countries, and there is no organizational hierarchical or master-subordinate relationship between the ECB and the central banks of each country. In other words, a single monetary policy is implemented through the ESCB, and each central bank is tasked with implementing its own monetary policy in accordance with the established monetary policy guidelines. Therefore, monetary policy in France is still implemented by the Banque de France.

フランスの中央銀行。1800年2月13日、共和国第一統領ナポレオンの指示によりパリに創設された。無期限の存続特許をもち、資本金3000万フラン、株式3万株からなる株式組織の民間銀行であったが、1806年には総裁と副総裁が大蔵大臣による任命制となり、公的な性格が強くなった。1803年に銀行券発行の独占権を得たが、発行独占がパリからフランス全土に及ぶのは、1848年の二月革命後、九つの地方発券銀行を吸収合併して地方支店としてからである。その後支店網の拡充を図り、19世紀末までには中央銀行としての組織を整えるに至った。フランス銀行の発券制度は、当初は最高発行額制限制度をとっていたが、1928年6月の貨幣法制定により比例準備制度となった。1930年代の大不況期には、金ブロックの中心として最後まで金本位制度維持に努めた。

　第二次世界大戦後、1945年12月に制定された銀行法に基づいてフランス銀行は国有化され、株式は政府所有となった。理事会は、総裁と2名の副総裁、12名の理事で構成されている。フランス銀行は、銀行券の発行のほか、国庫の出納事務や国債事務を取り扱うとともに、政府に対する貸付を行う。また、手形の再割引や貸付を通じて民間にも資金を供与し、その際の公定歩合の変更や、公開市場操作などによって金融政策を遂行している。

　一般に、1999年にヨーロッパ単一通貨ユーロが誕生して以来、ユーロ圏における中央銀行の機能や業務はヨーロッパ中央銀行（ECB：European Central Bank）が一元的に行っていると考えられがちであるが、実際にはそうではない。ECBのみならず、加盟各国の中央銀行をあわせた集合体として構成されるヨーロッパ中央銀行制度（ESCB：European System of Central Banks）が、組織としてユーロ圏における中央銀行制度をなしているのであり、ECBと各国中央銀行の間に組織的な上下関係、ないしは主従関係は認められない。つまり、ESCBを通じて単一の金融政策として行われ、各国中央銀行は、定められた金融政策方針に従って、各国内で金融政策を実施することを任務とすることになっている。したがって、フランスにおける金融政策の実施はフランス銀行が現在も引き続いて行っている。
