[Died] February 19, 1977. British politician from Oxford. Right-wing Labour Party theorist, friend and advisor to H. Gaitskell, leader of the party. Graduated from Oxford University. Served in the army during World War II while still a student. Returned to school in 1945, went on to graduate school, and served as a research fellow and lecturer in economics until 1950. Elected as a Labour MP in 1950. Lost in 1955. Led the co-operative movement under Gaitskell, leader of the party, from 1956 to 1958. Re-elected as a MP in 1959. President of the Fabian Society from 1961 to 1962. Secretary of State for Education and Science from 1965 to 1967, Secretary of State for Trade from 1967 to 1969, Secretary of State for Local Government and Regional Development from 1969 to 1970, Secretary of State for the Environment from 1974 to 1976, and Secretary of State for Foreign Affairs from 1976 to 1977.
