As the political power of the In no Gosho grew, the number of Geki officials in the Bunden no Shu, who were responsible for storing documents, increased, and they began to voice their opinions in lawsuits related to territories. From the late Kamakura period onwards, nobles (kugyo) gathered in Bunden to make decisions. In the Kamakura shogunate, it was used to store court documents after decisions had already been made.
