A nobleman in the mid-Heian period. He was called Sanjo Daijo Daijin. His posthumous title was Rengi-ko. He was ranked Junior First Rank (posthumously awarded Senior First Rank). He was the second son of the daughter of the regent Saneyori and the left minister Tokihira. He was inadvertently appointed as the left minister by Kanemichi, who seized power in the midst of the feud between his cousins ​​Kanemichi and Kaneie, and in 977, at the recommendation of Kanemichi just before his death, he became the regent (chief clan leader) of Emperor En'yu. In 978, he became the grand regent, but his daughter Junshi, whom he married into the Emperor, did not have a son, so he remained an outsider. As a result, when Kaneie became regent when his grandson Emperor Ichijo ascended to the throne in 986, he was forced to resign as the regent after nine years in that position. Just before his death, his son Kinto shaved his head and took the precepts, and his remains were buried at Taishakuji Temple, located east of the capital. His residences were Sanjo Palace and Shijo Palace in the Sakyo district of Heian-kyo. He seems to have been an extremely frugal person.

平安中期の公卿。三条太政大臣と称される。諡号は廉義公。従一位(贈正一位)。摂関実頼と左大臣時平の娘の次男。従兄弟の兼通,兼家兄弟の確執のはざまで政権を掌握した兼通により図らずも左大臣に据えられ,死去直前の兼通の推挙で貞元2(977)年には円融天皇の関白(氏長者)となった。天元1(978)年,太政大臣となったが,天皇に入れた娘遵子に皇子の誕生がなく,「よそ人」に終始した。そのため寛和2(986)年兼家が外孫一条天皇の即位で摂政となるにおよんで,9年間務めた関白の辞任を余儀なくされた。死の直前,子の公任の手で剃髪,受戒し,遺骸は京外東の帝釈寺に埋葬された。邸宅は平安京左京の三条殿と四条宮である。過度の倹約家であったらしい。
