Elementary schools in Germany and Austria. A general term for the lower four-year Grundschule and the upper four-year Oberstufe. Due to the Hamburg Agreement of 1964, each state called the upper four-year course Hauptschule, extended the duration by one year, and made it a type of secondary education institution, so this term is no longer used legally. The original meaning was national school, and in 1941, Japan changed the name of elementary school, which had been used for 75 years, to national school in Japan (and changed it back to elementary school in 1947), following the example of the Volksschule in Germany, which was an ally at the time.
