He was the chief engineer of the foreign civil engineering division hired by the government in the early Meiji period. Born in Gelderland, Netherlands, he qualified as a civil engineer after graduating from a technical school, the predecessor of Delft Technical University. He came to Japan in 1872 with engineer IA Lindau and immediately began work on improving and controlling erosion on the Tone, Edo, Yodo, and Shinano rivers, during which time he installed Japan's first water gauges on the Tone and Edo rivers. In 1873 he wrote "General Theory of Flood Control" for Japanese engineers, and later wrote "Principles of Flood Control" and "Outline of Levees," laying the foundations for Japan's flood control civil engineering projects.

明治初年に政府が招いた御雇外国人(土木部門)の技師長。オランダのヘルデルランド州に生まれ，デルフト工業大学の前身である専門学校を卒業して土木技師の資格を得た。1872年に工兵士官のI.A.リンドウとともに来日，直ちに利根川，江戸川，淀川，信濃川などの改修，砂防工事に従事，このとき利根川筋，江戸川筋に日本最初の量水標を設置した。73年に日本の技術者のために《治水総論》を著し，さらに後年に《治水要目》および《堤防略解》を記して，日本の治水土木事業の基礎を作った。
