A committee established by decree of the All-Russian Central Executive Committee on June 11, 1918. Its purpose was to eliminate the kulaks (rich peasants) in the countryside and to establish soviets. Its organizers were poor peasants and the rural proletariat, and they confiscated the land, food, livestock, and weapons of the rich peasants, and also recruited volunteers for the Red Army. By November of that year, about 120,000 committees had been organized in 33 provinces in European Russia and Belarus, but they were dissolved when they merged into the new soviets.
