Born in 1870. In 1897, he was sent to Qing (China) by the Ministry of Foreign Affairs to investigate secret societies. In the same year, he obtained permission for Sun Yat-sen to stay in Japan under the pretext of being Hirayama's language teacher. After that, he was active in supporting the Chinese Revolution. He passed away in 1940 at the age of 71. He was born in Chikuzen (Fukuoka Prefecture). He graduated from Toyo Eiwa School. His pen names were Nishuan and Manri.
