Standard cost of living - hyojunseikeihi

This refers to the cost of living necessary to maintain a standard standard of living at a certain time and place. There are two methods for calculating the standard cost of living: the actual cost of living based on the median or average value of a household budget survey for a standard household, and the theoretical cost of living based on a standard calorie value and calculated using the market basket method. In Japan, the standard cost of living by household size is generally known, as presented by the National Personnel Authority or the Personnel Commission of local governments in conjunction with recommendations for public servant salary revisions. This is calculated by using the market basket method to calculate food costs per household member, and measures costs other than food costs from the Ministry of Internal Affairs and Communications' household budget survey (calculated by multiplying by conversion coefficients by expense item and number of household members in April each year). The level of living costs calculated in this way is equivalent to an average value lower than the average.

一定の時と場所における標準的な生活水準を維持するに必要な生活費のことをいう。標準生計費の算定方式には、標準世帯における家計調査の中位数または平均値による実態生計費と、標準的カロリー値を求めてマーケット・バスケット方式によって費用を算出する理論生計費とがある。わが国で一般によく知られているのは、人事院または地方公共団体の人事委員会が公務員給与改定勧告に付随して示す、世帯人員別の標準生計費であるが、これは、世帯人員1人当りの食料費をマーケット・バスケット方式によって算出し、また食料費以外の費用については総務省の家計調査（毎年4月の費目別・世帯人員数別換算係数を乗じて算定）から測定する。これによって算出された生計費の水準は、平均値より低い並数値に相当する。
