Urakata peasants = fishermen, a form of net fishing management, not just a type of fishing net. In early modern fishing villages, just like in rural areas, the composition of the peasant status did not change, but the peasant nets seen in Uwajima Domain and Yoshida Domain were temporary net fishing management permitted to Urakata peasants who paid fishing taxes and other duties and occupied and used the fishing grounds off the village's lands, except for village officials who inherited the nets. Small net fishing was carried out by small fishermen in fishing villages who had weak rights to occupy and use the fishing grounds, and was operated as communal nets or village nets in the gaps between privileged net fishing in some of the common fishing grounds off the village lands that were also open to traveling nets.
