Around March 1592 (Bunroku 1), a nationwide survey of the number of households and people was ordered by the regent Toyotomi Hidetsugu. The old theory that it was conducted by Toyotomi Hideyoshi in March 1591 (Tensho 19) is incorrect. The survey distinguished between the number of households and people, men and women, and young and old for each village, and also paid attention to the status of servants, townspeople, farmers, craftsmen, monks, priests, etc. Magistrates were dispatched to various places to supervise, strict checks were carried out on immigrants from other countries, and papers were collected stating that the survey would accurately cover the number of households and people. In the case of the Mori clan's territory, the survey actually counted the number of men and women for each household, and for men, noted whether they were young or elderly, revealing the number of people who could be requisitioned as husband labour.

1592年(文禄1)3月ごろ，関白豊臣秀次の指令によって全国一斉に行われた家数･人数の調査。1591年(天正19)3月に豊臣秀吉によって行われたという旧説は誤りである。一村ごとに家数･人数･男女･老若を区別し，奉公人･町人･百姓･職人･僧侶･神官などの身分にも注意が払われている。各地に奉行人を派遣して督励し，他国からの移住者などを厳しくチェックし，正確に家数･人数を調査する旨の誓紙を徴収している。実際に行われた調査は，毛利氏の領国の場合，家ごとに男女別の人数を数え，男の場合は年少者や高齢者などを注記することによって，実際に夫役（ぶやく）徴発に耐えうる人数を明らかにしている。
