State of emergency

Japanese: 非常事態 - ひじょうじたい（英語表記）state of emergency

A state in which the normal social order faces a serious crisis due to war, incidents, revolution, civil war and the associated economic turmoil, or large-scale disasters. Under these conditions, the official information system (such as the mass media) malfunctions, making people unable to accurately grasp the environment and situation around them and prone to social panic. As a result of the accumulation of individual actions attempting to escape from an anxious social situation, rumors often occur. When this situation intensifies, people are more likely to shift their own dissatisfaction onto a scapegoat or to secure their identity by devoting themselves to an external authority in order to escape from loneliness.

戦争，事変，革命，内乱およびそれらに伴う経済的混乱，または大規模な災害などにより通常の社会秩序が重大な危機に直面した状態をいう。この状態の下では公式の情報体系(マスコミなど)が機能不全を起こすため，人々は周囲の環境や状況を的確に把握できず，社会的パニックに陥りやすくなる。そして不安な社会状況から逃れようとする個々人の行為の累積の結果，しばしば流言蜚語（りゆうげんひご）が発生する。この状況が高進すると自己の不満をスケープゴートに転嫁させたり，孤独から逃避するために外在的な権威への献身によってアイデンティティを確保しようとする傾向が生じやすくなる。
