A list of the names of those who have been sentenced to a fine or more (however, this does not include juveniles who are not related to the qualification system, or those who have been fined for violating the Road Traffic Act). It is kept at the city, town, or village office of the person's permanent domicile or place of entry or residence, but since it is for the purpose of confirming administrative restrictions on qualifications, it is not open to the public, and its contents cannot be disclosed to outside parties except when necessary for relevant government agencies to apply laws and regulations. When a person's rights are reinstated, the entry is deleted. In addition, criminal records kept at the prosecutor's office of the person's permanent domicile are recorded even if the person was given a lighter sentence than a fine, for the purposes of criminal investigation, and this is noted each time the person is reinstated. In addition, the National Police Agency's Criminal Identification Division keeps records of suspects, and the Ministry of Justice's Corrections Bureau keeps records of prisoners in the form of original fingerprint sheets.

罰金以上の刑の言渡しを受けた者の氏名を記載した名簿（ただし資格制度に関係のない少年の場合、および道路交通法違反の罰金の場合は含まれない）。本人の本籍地または入・寄留地の市区町村役場に備えられるが、行政上の資格制限確認のためのものなので、非公開であり、関係官庁などが法令の適用のために必要な場合を除き、内容を外部に通知することはできない。復権のときはその記入を削除する。なお、本人の本籍地の検察庁に備える犯歴票には、犯罪捜査の必要上、罰金よりも軽い刑を言い渡された場合も記入され、復権のときはその旨を逐次記入する。また、警察庁鑑識課では被疑者の、法務省矯正局では懲役・禁錮受刑者の記録を、指紋原紙の形で保管している。
