This agreement marked the beginning of British rule in Malaya. It was concluded in 1874 between Britain and the influential people of the Sultanate of Perak. In the second half of the 19th century, Malaya was divided into many small kingdoms, and internal conflicts were constant due to the struggle between several secret societies organized among Chinese workers in the tin mines. Britain had maintained a policy of non-intervention until then, but in September 1873 it changed its policy to one of active intervention, appointing Andrew Clarke (1824-1902) as Governor of the Straits Settlements.
