Born: July 19, 1840, Santiago Died September 19, 1891. Santiago Chilean politician. President (in office 1886-91). Leader of the Liberal Party. Member of the National Assembly from 1870 to 1878. Minister to Argentina from 1878 to 1881. Minister in the D. Santa Maria cabinet from 1881 to 1886. Elected president in 1886. Promoted progressive reforms such as freedom of elections, strengthening of local governments, and expansion and improvement of public works and educational facilities. However, he gradually became dictatorial and came into conflict with the parliament, and in 1891 he finally came into armed conflict with the parliamentary faction that had allied with the navy. After eight months of civil war, he was defeated and fled to the Argentine embassy. Three weeks later, on September 19, the last day of his term as president, he committed suicide.
