Born: February 18, 1867, Nagano [Died] August 7, 1944. Tokyo lawyer and politician. After graduating from Tokyo Imperial University, he joined the Ministry of Agriculture and Commerce, but resigned after only four years to become a lawyer. Since then, he has been active as a leading figure in civil litigation in the independent legal profession. In 1927, he was appointed Minister of Justice in the Tanaka Giichi Cabinet from outside the party and joined the cabinet. During his term, his policies had a harsh side, such as amending the Peace Preservation Law to include a clause on the death penalty (emergency imperial decree). He later served as the president of Chuo University, and in 1940 he became President of the Privy Council.
