This refers to simple radio stations that use frequencies between 903.0125 MHz and 903.0375 MHz and 904.9875 MHz, with antenna power of 5 watts or less, and operate with F2D or F3E radio waves. Radio communication is prohibited without a radio operator's license, but as an exception, simple radio stations that use specific frequencies and types of radio waves and transmit and receive at low power are allowed to operate without a license. Personal radio is regulated as a type of simple radio station. F2D radio waves are a subcarrier modulated with a digital signal for data transmission, which frequency modulates the main carrier, and F3E radio waves are a type of radio waves that frequency modulate the main carrier with a single channel analog signal such as a telephone call.

Those who wish to install a personal radio must apply in accordance with Article 3 of the Radio Station Licensing Procedure Regulations. The radio equipment used must be certified as conforming to technical regulations as stipulated in Article 38-2, Paragraph 1 of the Radio Law, and as a condition for certification, the equipment must be equipped with a call name memory device approved by the Minister of Internal Affairs and Communications. In addition, the call name stored in the call name memory device must not be easily erased, and the device must be designed so that radio waves cannot be emitted unless the call name is stored. Only F2D radio waves are designated as the type of radio waves for 903.0125 MHz, and F3E radio waves are designated for other frequencies. The bandwidth assigned to one channel is 12.5 kHz, and 157 channels can be assigned.

Personal radios can be moved on land. Radio waves in the 900 MHz band travel in a straight line like light, so the communication distance is within 30 kilometers unless a particularly tall antenna tower is used, and the same frequency is also assigned to other areas. Therefore, interference often occurs due to the movement of equipment. At its peak in 1992 (Heisei 4), personal radios boasted a booming number of over 1.7 million stations, but with the spread of mobile phones, the number has decreased, falling to less than 20,000 at the end of 2010 (Heisei 22). For this reason, the Ministry of Internal Affairs and Communications announced in its "Frequency Reorganization Action Plan (revised in February 2010)" that "personal radios will be abolished by November 30, 2022, and the abolition date will also be considered." This measure is based on the system for digitalization of simple radios in the 400 MHz band that was established in August 2008.

簡易無線局のうち、903.0125メガヘルツおよび、903.0375メガヘルツを超え904.9875メガヘルツ以下の周波数を使用し5ワット以下の空中線電力で、F2D電波またはF3E電波で運用するものをいう。無線通信は無線従事者の免許をもたなければ行ってはならないが、特例として特定の周波数と電波の型式を用い、低電力で送受信するものは簡易無線局として免許がなくても運用が許される。パーソナル無線はこの簡易無線局の一種として規定されている。F2D電波とは、データ伝送を目的とするデジタル信号で変調された副搬送波で、主搬送波を周波数変調するものであり、F3E電波とは、電話通話のような単一チャネルのアナログ信号で、主搬送波を周波数変調する電波の型式である。

　パーソナル無線を設置しようとする者は、無線局免許手続規則第3条によって申請を行う必要がある。使用する無線装置は、電波法第38条の2第1項に規定する技術基準適合証明を受けた無線設備だけを使用しなければならず、適合証明を受ける条件として、総務大臣が認める方式による呼出名称記憶装置を装置していなければならない。また、呼出名称記憶装置に記憶した呼出名称は容易に消去できないものであり、呼出名称を記憶しなければ電波の発射が不可能となるような構造としなければならないことになっている。903.0125メガヘルツには電波の型式としてF2D電波だけが指定され、他の周波数はF3E電波が指定されている。1チャネルに割り当てられる帯域幅は12.5キロヘルツで、157チャネルが割当て可能である。

　パーソナル無線は陸上において設置場所が移動してもよい。900メガヘルツ帯の電波は光のように直進するから、通達距離は、とくに高いアンテナ塔を使用しなければ30キロメートル以内であり、他の地域には同じ周波数も割り当てられる。したがって装置の移動によって混信を生じることも多い。パーソナル無線は最盛期の1992年（平成4）には170万局を超える盛況を誇ったが、携帯電話の普及とともに減少し、2010年（平成22）末には2万局を割るに至った。このため、総務省は「周波数再編アクションプラン（平成22年2月改正版）」において、「パーソナル無線を平成34年11月30日を期限として廃止することとし、廃止時期の前倒しも検討する」と公表した。これは2008年8月に400メガヘルツ帯の簡易無線のデジタル化に係る制度整備が行われたことを踏まえての措置であるとしている。
