The US quota law of 1924. In the 1907 Japan-US Gentlemen's Agreement, Japan promised to voluntarily limit immigration to the US, but the US government continued to express dissatisfaction with the effectiveness of this agreement, and anti-Japanese movements in California intensified (the Anti-Japanese Land Law). In 1922, the US Supreme Court denied the right of naturalization for Japanese people, and in 1924 the Japanese Exclusion Act was enacted, completely banning Japanese immigration.
