Abandoned Dynasty - Haicho

The emperor does not oversee the affairs of the Imperial Court. It is also called "techcho." It is the opposite of rincho. It is held in cases such as a solar eclipse or the mourning of a relative to the second degree or higher, and lasts one, three, or five days. During that time, the curtains of Seiryoden are lowered to keep things quiet, and music and guards are suspended. When government offices abolish government affairs, it is called haimu, and as a rule it lasts only for one day. It does not necessarily mean that the emperor abolishes government affairs, but there are cases when the two coincide, such as in the case of a national mourning or a solar eclipse.

天皇が朝廷の政務をみないこと。「輟朝(てっちょう)」ともいう。臨朝に対する語。日食や二等親以上の喪などの場合に行われ、その日数は1日または3日ないし5日。その間、清涼殿(せいりょうでん)の御簾(みす)を垂れて諸事を慎み、音奏(おんそう)、警蹕(けいひつ)などを停止する例である。なお諸官司が政務を廃するのを廃務(はいむ)といい、1日限りを原則とし、廃朝の際はかならずしも廃務しないが、国忌(こき)や日食の場合のように、両者が一致するときもある。
