Basic Agricultural Law
This law (promulgated and put into effect in 1961) clarified the direction of Japanese agriculture, agricultural policy, and ultimately industrial policy in general. It was enacted to eliminate the distortions in agriculture that had become serious with the rapid growth of the postwar Japanese economy, to modernize agriculture, and at the same time to promote a shift in the industrial structure by drawing a large amount of labor from rural areas, but the Basic Law itself remains an abstract platform. Its main goals are to eliminate the income gap between agriculture and other industries by improving productivity, to reduce the agricultural population, to selectively expand agricultural production, and to make agriculture independent as an industry through agricultural structure improvement projects, and it states that the government must take the necessary measures to achieve this. 日本農業,農政,ひいては産業政策全般の進路を明らかにした法律(1961年公布・施行)。戦後日本経済の高度成長に伴って深刻化した農業のひずみをなくし農業近代化を図り,他方では農村から大量の労働力を引き出すことによる産業構造の転換を促進するため制定されたが,基本法自体は抽象的な綱領にとどまる。生産性の向上による農業と他産業との所得格差解消,農業人口の縮小,農業生産の選択的拡大,農業構造改善事業などによる農業の産業としての自立を主目標とし,そのため国は必要な施策をとらねばならないとしている。農業構造の変動や農産物貿易の自由化などに伴い,1999年に農業基本法に代わって〈食料・農業・農村基本法〉(新農業基本法)が成立した。→農業近代化資金助成法
