It refers to the sea area in eastern Hokkaido, stretching from the Nemuro Peninsula to Cape Notsukesaki in the north, across the Nemuro Strait to Kunashiri Island. To the south lies the Nemuro Peninsula, an uplifted sea-cut plateau, and to the west, the end of the Konsen Plateau slopes toward Nemuro Bay, so all rivers flow eastward. Nemuro Port, located in the east, was once the base of a sea route connecting the Kuril Islands and the Habomai Islands.
